PKPM, Acceleration for Community’s Independence
The Independent Rural Area Development Program (PKPM) is tightly linked to the company's contribution to jointly achieving the Sustainable Development Goals (SDGs). This program is an innovation that combines the potential of several villages. So, if before 2018 in the PMDM (Independent Village Community Empowerment) era, the potential was mapped for each village, then after the transformation is carried out, each village with the same potential can collaborate and develop into one area.
East Luwu has 10 areas based on leading potential, namely:
PKPM aims to preserve the region’s natural wealth, local customs, cultural legacy, and to raise community welfare. It also supports the development of an environmentally, economically as well as socially and culturally friendly tourism, placing the locals as the planners, managers and owners.
PKPM accelerates the region’s productivity and economy through integrated agricultural centers (plantations, animal husbandries, etc.) supported by infrastructures. Synergizing with other economic development programs, PKPM supports other alternative livelihoods, job opportunities, and sustainable-agriculture-based productive economy.
Located at: Towuti Sub-district (Villages of Mahalona, Libukan Mandiri, Kalos, Tole, and Buangin with 980, 1,252, 1,308, 1,046, and 1,655 inhabitants, respectively).
Infrastructures and reliable information systems support the productions and marketing of peppers. The pepper plantation centers had increased productivity and economy. Synergizing with other economic development programs, PKPM has been developing environmentally-friendly pepper plantations.
Located at: Towuti Sub-district (Villages of Tokalimbo, Loeha, Ranteangin, Bantilang, and Masiku with 1,011, 1,169, 1,967, 2,003, and 823 inhabitants, respectively).
PKPM facilitates the productivity and economy of the surrounding production centers with their chief commodities. Trades and industrial infrastructures as well as reliable technological information systems are provided to support the market and industrial activities.
Located at: Towuti Sub-district (Villages of Asuli, Wawondula, Lioka, Baruga, and Langkearaya with 4,563, 4,473, 2,135, 2,281, and 3,590 inhabitants, respectively).
PKPM accelerates the productivity and economy of the livestock production centers through infrastructures. Alternative livelihoods, job opportunities, productive animal-husbandry-based economy and business are therefore established.
Located at: Towuti Sub-district (Villages of Pekaloa, Matompi, and Timampu with 1,550, 1,468, and 3,590 inhabitants, respectively).
Tourists will savor and discover the agro-tourism region with local characteristics. PKPM supports the added value of the agriculture, plantation, and livestock which will positively impact the welfare of the community.
Located at: Wasuponda Sub-district (Villages of Wasuponda, Ledu-Ledu, Balambano and Tabarano with 3.250, 5.871, 2.479 and 3.641 inhabitants, respectively).
PKPM accelerates the region’s productivity and economy based on the interdependent potential chief commodities: livestock and non-timber. This is commonly known as wanaternak (silvopasture), the practice of integrating forestry and livestock operations on the same land.
Located at: Wasuponda-Nuha Sub-district (Villages of Kawata, Parumpanai and Matano with 2.037, 3.955, and 595 inhabitants, respectively).
Minapolitan region is the center for fishery and marine production, processing, marketing and their other integrated and holistic services. The region is an alternative model/strategy for rural developments, optimizing fisheries and marine resources in an integrative manner, from upstream to downstream.
Located at: Malili Sub-district (Villages of Harapan, Pasi Pasi, Wewangriu and Balantang with 2,205, 1,295, 3,004 and 2,193 inhabitants, respectively).
Urban community service has been improved for economic independence. PKPM develops the urban and service concept to manifest alternative livelihoods, employments, increasing urban incomes on the basis of local characteristics and conditions.
Located at: Malili Sub-district (Villages of Baruga, Puncak Indah and Malili with 3,379, 5,902, and 4,304 inhabitants, respectively).
These regions are predicted to support Malili as the capital of East Luwu Regency. They are located among three other regions –the coast, marine products processing, and urban service.
Located at: Malili Sub-district (Villages of Laskap, and Pongkeru with 1,921, and 1,914 inhabitants, respectively).
The implementation of PKPM is in line with various regulations, especially related to the implementation of community development programs within the scope of mining companies. PKPM also refers to the Regulation of the Minister of Villages and Disadvantaged Regions (Permen Desa) No.5 of 2016 concerning Rural Area Development.
Formalizing the partnership with the parties, PT Vale Indonesia Tbk, the Ministry of Villages, the South Sulawesi Provincial Government, and the East Luwu Regency Government have signed a joint agreement and cooperation agreement for the implementation of PKPM for the 2018-2023 period. This agreement was signed on October 8, 2021 in Makassar.
PKPM is implemented based on three program pillars, namely,
Village Featured Products (Produk Unggulan Desa/PRUDES) and Rural Area Featured Products (Produk Unggulan Kawasan Perdesaan/PRUKADES),
Local institutions BUMDes & BUMDesMa,
Product downstreaming and networked partnerships.
